What to do about Greece

Its insolvent economy needs a bigger debt reduction. A precipitous exit from the euro would be a disaster

GREECE, progenitor of the euro zone’s debt drama, is back at centre-stage. The reason is a battle between the Greek government, its European and IMF rescuers, and the holders of Greek bonds over the terms of a “voluntary” reduction in its private debts. Greece’s economy is in far worse shape than when the outlines of a deal were put together last October, so there is a bigger financial hole to plug. Germany and other rescuers don’t want to offer more money, not least because Greece’s politicians have broken so many of the promises they made to reform. Bondholders don’t want to take a bigger hit.

If no deal is in place by March 20th, when a big bond payment is due, Greece will be pushed into a chaotic default, which would increase the risk that the country is forced out of the euro. That is a frightening prospect. The ensuing chaos and contagion could fell the single currency, not least because Europe’s governments have made little progress on building a “firewall” around countries like Italy and Spain.

What is the best way out of this mess? Step one is to force private bondholders to take more losses. They have been treated with kid gloves so far because European governments insist the debt deal must be voluntary, thanks in part to a misplaced fear of triggering credit-default swaps. That must change. Discard the veneer of voluntarism and Greece can be tougher on its creditors. It should pass a law that retroactively introduces collective-action clauses into all domestic-debt contracts (making it easier to impose debt deals on recalcitrant bondholders). If it does this now there is still, just, enough time to organise a big, coercive, but orderly, restructuring of Greek bonds by March 20th.

That is the route this newspaper has long advocated. A year ago it would have gone a long way towards solving Greece’s problems. Unfortunately, today it is no longer enough. The economy is in such a state, with slumping output and a still-gaping budget deficit, that there is no realistic prospect of reducing its debts to a sustainable level by hitting private bondholders alone. Debts owed to official bodies—from the bonds held by the European Central Bank to the loans from euro-zone governments—will at some point need to be reduced too.

Greece will need propping up for a long time. Virtually no progress has been made in overhauling the economy. Although wages have fallen slightly, the country remains chronically uncompetitive (see article). Greece’s rescuers bear some blame: they focused too much on raising taxes and too little on reforming the state and freeing up the economy. But the real culprit is the Greek government, which has proved singularly incapable of implementing the reforms needed to allow the economy to grow.

With so little to show for the efforts so far, would it be better for Greece and its European creditors if the country simply left the single currency? If Greece had its own currency, devaluing it would surely be part of the route to greater competitiveness. And leaving the euro might just be the shock Greece’s political system needs to galvanise reform.

Yet the costs of a Greek exit still outweigh the benefits. Recreating a currency is far harder than devaluing an existing one. Some industries, such as tourism, would eventually benefit, but in the short term jettisoning the euro would cause devastating disruption. The legal mess of broken contracts it would create would take years to sort out. Greece could face hyperinflation and become a failed state. Not surprisingly, a large majority of Greeks want to keep the euro.

Playing for time

For the rest of Europe, a Greek exit would also be dangerous: it could cause bank runs, capital flight and soaring bond yields in Portugal, Italy and beyond. But over time the balance of risks will change. Once a tough debt restructuring has been imposed on Greece’s private creditors, the country’s fate will have less impact on other bond markets. As reforms in Italy and Spain gain momentum, the distinctions between Greece and others will become clearer. And over the coming months European leaders, with luck, will agree on a permanent way to boost their rescue funds. All this would make the spectre of a Greek exit much less frightening for the rest of the euro zone.

Greece’s European rescuers should offer the country a clear choice. If it embraces tough reforms, it will get fresh funds and a gradual reduction of its official debts. But if it continues its current path of inaction, it may not be able to avoid an exit. As the costs to others of a Greek departure from the euro fall, so that threat will become more credible.

Δημοσιονομικό Σύμφωνο: το κατάλληλο εργαλείο;

Το νέο δημοσιονομικό σύμφωνο της ΕΕ θα είναι ένα από τα βασικά θέματα της Συνόδου Κορυφής. Την ώρα που μπαίνουν οι τελευταίες πινελιές επί του τελικού κειμένου, το Βερολίνο είναι αισιόδοξο ότι θα τύχει ευρύτερης αποδοχής

Μπορεί το σχετικό κείμενο να έχει προετοιμαστεί σε χρόνο ρεκόρ για ευρωπαϊκά δεδομένα, ωστόσο είναι ήδη σαφές ότι εν τέλει δεν θα είναι τόσο αυστηρό όσο ήλπιζαν και ήθελαν να είναι οι Άνγκελα Μέρκελ και Νικολά Σαρκοζί. Ο Χριστιανοδημοκράτης ευρωβουλευτής Έλμαρ Μπροκ, ο οποίος συμμετείχε στις σχετικές διαπραγματεύσεις, το χαρακτηρίζει "σημαντικό θεμέλιο" που όμως δεν επαρκεί: "Πάντα μπορείς να πετύχεις κάτι καλύτερο. Πιστεύω ότι τώρα είναι δυνατόν να επιβάλεις κυρώσεις και να κινείς τις διαδικασίες για υπερβολικό χρέος μέσα από έναν αυτοματισμό. Με τον τρόπο αυτό διασφαλίζεται η κοινοτική μέθοδος και εξαλείφεται ο κίνδυνος διάσπασης της Ευρώπης".

Το σύμφωνο προβλέπει την επιβολή αυτόματων κυρώσεων στις χώρες που παρουσιάζουν υπερβολικά ελλείμματα. Επίσης εισάγεται το λεγόμενο χρεόφρενο το οποίο θα πρέπει να οδηγήσει μακροπρόθεσμα σε ισοσκελισμένους προϋπολογισμούς. Στο τελευταίο επέμενε η Γερμανία που έχει υιοθετήσει ήδη το φρένο του χρέους στο σύνταγμά της. Η Γερμανία δεν προσπαθεί να επιβάλει στους υπόλοιπους τις θέσεις της, επαναλαμβάνει με κάθε ευκαιρία η Α. Μέρκελ:

"Καμία χώρα δεν μπορεί να υπαγορεύει στους άλλους τι θα κάνει. Αλλά θα πρέπει να μιλάμε μεταξύ μας. Δεν μπορούμε απλώς να παρακολουθούμε και να περιμένουμε ότι με τον ένα ή τον άλλο τρόπο όλοι θα το κάνουν σωστά. Είμαστε διατεθειμένοι να μάθουμε ο ένας από τον άλλο. Αυτό όμως δεν έχει σχέση με την κυριαρχία μιας χώρας".

Νέο περιτύλιγμα;

Πιο αυστηρούς κανόνες θέλουν Μέρκελ και ΣαρκοζίΣτην πραγματικότητα, εάν εξαιρέσει κανείς το χρεόφρενο, το νέο δημοσιονομικό σύμφωνο δεν είναι κάτι εντελώς καινούριο. Ο αρμόδιος για τις οικονομικές και νομισματικές υποθέσεις κοινοτικός Επίτροπος Όλι Ρεν ισχυρίζεται ότι το 99 % των όσων προβλέπει το νέο σύμφωνο, εμπεριέχεται ήδη στο υπάρχον ευρωπαϊκό δίκαιο. Μόνον οι χώρες που θα υπογράψουν το σύμφωνο θα έχουν το δικαίωμα να λαμβάνουν μελλοντικά βοήθεια από τα ταμεία διάσωσης. Το νέο σύμφωνο αναμένεται να τεθεί σε ισχύ τον επόμενο χρόνο και αφού προηγουμένως έχει επικυρωθεί από τα εθνικά κοινοβούλια.

Πολλοί ειδικοί εκτιμούν ωστόσο ότι το σύμφωνο δεν θα συμβάλει άμεσα στην αντιμετώπιση της παρούσας κρίσης, αλλά ότι θα αποφέρει καρπούς σε βάθος χρόνου. Όπως σημειώνει ο Ζαν Πιζανί-Φερί, από το think-tank των Βρυξελλών Bruegel:

"Δεν πρόκειται να υπάρξουν κοινά χρέη εάν δεν μπορεί να ελεγχθεί τι κάνει ο καθένας. Ποιός θα το ελέγχει αυτό όμως; Θα πρέπει να γίνει από ένα θεσμοθετημένο όργανο της ΕΕ ή της ευρωζώνης που θα έχει πολιτική νομιμοποίηση. Αλλά διαπιστώνουμε ακριβώς το αντίθετο. Δεν υπάρχει βούληση για εμβάθυνση της πολιτικής ένωσης στην ευρωζώνη, ειδικά μάλιστα στη Γαλλία".

Αντιδράσεις

Πόσες χώρες θα συμμετέχουν τελικά;Θα πρέπει να σημειωθεί πάντως ότι οι Βρετανοί, που είχαν ήδη προαναγγείλει το βέτο τους, δεν είναι οι μόνοι που αντιστέκονται. Ο πολωνός πρωθυπουργός Τουσκ έχει εκφράσει τις επιφυλάξεις του για την προωθούμενη δημοσιονομική ένωση τονίζοντας ότι θα πρέπει να ληφθούν υπόψη και οι χώρες που δεν είναι μέλη της ευρωζώνης.

Άγνωστος Χ παραμένει και η στάση που θα τηρήσει ο ούγγρος πρωθυπουργός Όρμπαν. Η πλειονότητα των ευρωπαίων ηγετών πάντως επιθυμεί να τεθεί σε ισχύ το νέο σύμφωνο ακόμη κι αν δεν έχει επικυρωθεί από όλες τις χώρες που θα συμμετέχουν. Ποιό θα πρέπει να είναι το «μίνιμουμ συμμετοχής» πάντως, δεν έχει ακόμη αποσαφηνιστεί.

Ποιος θέλει «επίτροπο» ή «εντεταλμένο» στην Αθήνα;

Και ο γερμανικός τύπος επιβεβαιώνει σήμερα την πρόταση για αποστολή για διορισμό ειδικού επιτρόπου για την Ελλάδα.

«Επίτροπος περικοπών για την Αθήνα;» επιγράφεται σχετικό ρεπορτάζ της εφημερίδας Frankfurter Allgemeine της Φραγκφούρτης, ενώ η Welt του Βερολίνου κυκλοφορεί με το εξής πρωτοσέλιδο: «Το Βερολίνο θέλει τον έλεγχο στον προϋπολογισμό της Αθήνας».

Σύμφωνα με το ρεπορτάζ της Frankfurter Allgemeine ο «επίτροπος για το πρόγραμμα περικοπών» ή «εντεταλμένος της Ε.Ε. για τον προϋπολογισμό» προτείνεται να έχει δικαίωμα συμμετοχής και βέτο στις αποφάσεις που αφορούν το πρόγραμμα σταθεροποίησης της Ελλάδας, ενώ θα αναλάμβανε να εγκαταστήσει και ένα κεντρικό σύστημα ελέγχου όλων των κρατικών δαπανών. Επίσης προτείνεται να ενσωματωθεί ειδική ρήτρα στο ελληνικό δίκαιο, σύμφωνα με την οποία η μείωση του χρέους θα έχει προτεραιότητα απέναντι σε άλλους πολιτικούς στόχους.

Ήδη χθες κύκλοι της γερμανικής κυβέρνησης είχαν επιβεβαιώσει στην Deutsche Welle ότι συζητείται να οριστεί ένας «εντεταλμένος προϋπολογισμού» για την Ελλάδα, χωρίς πάντως να επιβεβαιώνουν τις πληροφορίες ότι η πρόταση προέρχεται από το Βερολίνο.

Αντιδράσεις των γερμανικών κομμάτων

Διίστανται οι απόψεις στους Γερμανούς φιλελεύθερους για την πρόταση περί επιτρόπου.Σύμφωνα με την Frankfurter Allgemeine την πρόταση περί επιτρόπου υποστηρίζει και ο νέος πρόεδρος του Ευρωκοινοβουλίου Μάρτιν Σουλτς, πρώην επικεφαλής της σοσιαλιστικής ομάδας στις Βρυξέλλες, ο οποίος φέρεται να έχει δηλώσει: «Η Ελλάδα θα πρέπει να ζήσει με το γεγονός ότι εκείνοι που δίνουν πολλά χρήματα για την ανόρθωση της χώρας, πρέπει να συμμετέχουν και στις αποφάσεις για το πώς θα μοιραστούν τα χρήματα αυτά- κάτι που συνεπάγεται περιορισμό της εθνικής κυριαρχίας για συγκεκριμένο χρονικό διάστημα».

Ο επικεφαλής των Φιλελευθέρων και υπουργός Οικονομίας Φίλιπ Ρέσλερ φαίνεται να υποστηρίζει επίσης την πρόταση περί επιτρόπου. Σε συνέντευξή του στην εφημερίδα Bild που θα δημοσιευθεί τη Δευτέρα, ο Γερμανός πολιτικός δηλώνει: «Κατά την υλοποίηση του μεταρρυθμιστικού προγράμματος χρειαζόμαστε καλύτερη ηγεσία και επιτήρηση. Αν οι Έλληνες δεν το καταφέρουν αυτό, τότε η ηγεσία και η επιτήρηση θα πρέπει να δοθούν έξωθεν, για παράδειγμα μέσω της Ε.Ε.». Ωστόσο την ίδια στιγμή ο αντιπρόεδρος της κοινοβουλευτικής ομάδας των Φιλελευθέρων Φλόριαν Τόνκαρ απορρίπτει την πρόταση περί επιτρόπου. «Δεν είναι δυνατόν εκπρόσωποι άλλων χωρών να δίνουν απευθείας εντολές για περικοπές, κατά παράκαμψη των δημοκρατικών θεσμών μίας χώρας» λέει ο Τόνκαρ στην εφημερίδας Frankfurter Allgemeine.

Επικριτικός είναι και ο επικεφαλής της κοινοβουλευτικής ομάδας των Πρασίνων Γιούργκεν Τριττίν. «Πρόκειται για κλασσική συζήτηση αντιπερισπασμού που απευθύνεται στην εσωτερική πολιτική σκηνή» υποστηρίζει ο πρώην υπουργός και εξηγεί: «Η καγκελάριος Μέρκελ θέλει να καθησυχάσει τους βουλευτές της, γιατί δεν κατάφερε να υλοποιήσει της υποσχέσεις που τους έδωσε το φθινόπωρο ότι θα επιβάλλονται αυτόματες κυρώσεις στους παραβάτες του νέου συμφώνου δημοσιονομικής πειθαρχίας».

Greece rejects German plan to surrender control over its budget

Greek debt talks continued through the weekend

Greek officials have flatly refused to consider a German plan that would see it relinquish control over its budget. Greece's leaders, meanwhile, have edged closer to a deal with private investors in ongoing debt talks.

Greek officials firmly dismissed a German proposal on Saturday for Greece to surrender control over its budget policy to an EU commissioner.

It is "the product of a sick imagination" said Anna Diamantopoulou, Education Minister and former European Commissioner, after the Financial Times first reported the proposal made to Germany's eurozone partners on Friday. It was suggested that a commissioner, appointed by the other eurozone finance ministers, would have the power to veto budget decisions made by the Greek government.

"Budget consolidation has to be put under a strict steering and control system," the Financial Times quoted the proposal as saying.

"Given the disappointing compliance so far, Greece has to accept shifting budgetary sovereignty to the European level for a certain period of time," it said.

Greek government spokesman Pantelis Kapsis asserted, however, that after a series of tough financial reforms and more changes on the cards, the government should to retain control of the budgetary decisions.

"The government stresses that this responsibility belongs exclusively to the Greek government," Kapsis said. "The government has made a series of steps to improve the effectiveness of the public administration and a closer monitoring of the efforts to achieve fiscal targets."

Negotiators said they expected to have a deal ready next weekThe European Commission in Brussels came out in support of the Greek government on Saturday, reaffirming its rejection of the proposal.

"The Commission is committed to further reinforcing its monitoring capacity and is currently developing its capacity on the ground," said economic affairs spokesman Amadeu Altafaj. Such key decisions, however, "must remain the full responsibility of the Greek government."

Slow progress

The revelations came as Greek Prime Minister Lucas Papademos and Finance Minister Evangelos Venizelos emerged confident after lengthy talks with Charles Dallara, the head negotiator for banks and private investors which hold a large portion of Greek government bonds.

"We are a step away," Venizelos said, adding that the negotiations aimed at convincing the private lenders to accept a 50 percent writedown on 200 billion euros ($264 billion) of Greek debt were "difficult and delicate."

Dallara and his colleague Jean Lemierre also appeared confident that the negotiations, which have been going on for the past three weeks, were nearing their completion.

"Further progress was made, building on the understandings reached yesterday [Friday] on the key legal and technical issues," they said in a joint statement after the meeting adjourned.

Reducing the country's debt is a precondition to Greece receiving a crucial second bailout of 130 billion euros. If the negotiations were to fail, Greece would be unable to pay a 14.5-billion-euro bond on March 20, meaning it would default on its debt.

Greece Set For European Summit Talks On New Bailout

ATHENS (Dow Jones)--Greek Premier Lucas Papademos headed for Brussels late Sunday to negotiate a new bailout for his country after weekend talks with private creditors over a planned debt restructuring verged on a deal, and following a renewed commitment by the country's political leaders to pursue fresh reforms.

In remarks following an almost three-hour meeting with the heads of the three parties that make up his coalition government Sunday, Papademos said the country's negotiating position was greatly strengthened by the cross-party support.

A day earlier, Greece and its private sector creditors announced they were on the verge of a deal to write off EUR100 billion worth of the country's debt, pending the outcome of separate talks on the new, multi-billion euro bailout for Athens. In weekend statements, both sides said they expected a deal to be completed next week.

Effectively, the focus now shifts to a European summit in Brussels Monday where the continent's leaders will sanctify--or not--the terms of the debt restructuring and the new loan. But complicating those discussions are new demands by Germany for greater oversight over Greece's budget affairs, and growing concerns that Greece's funding needs might be bigger than originally thought.

Over the weekend, it emerged over that Germany was leading a push for tighter control over Greece's budget and economic plans.

Frustrated with the slow pace of implementation of reforms, a German proposal was circulated last week among euro zone finance ministry officials calling for Athens to cede some control over its budget decisions to Europe in return for a second bailout, one official told Dow Jones Newswires.

The official said any decision to place Greece's budget process under increased European control would "have to be taken consensually with Greece" and cited the German proposal as "one idea among many under discussion."

Greece's finance minister Evangelos Venizelos Sunday pushed back against the proposal, saying Athens had already signed up to an appropriate level of oversight at a summit last October where the outlines of a second bailout package were agreed. He insisted that "Greece alone has, not only the responsibility, but also the incentive to ensure the implementation of the program."

A spokesman for European Commissioner for economic affairs Olli Rehn said Brussels would "reinforce" its monitoring role on the ground, but insisted that "executive tasks must remain the full responsibility of the Greek government."

At last October's summit, European leaders and the International Monetary Fund agreed to provide Greece with EUR130 billion in fresh financing to cover the country's cash needs through 2015. But the new loan was contingent on a debt write-down plan that would slash Greece's debt ratio to 120% of gross domestic product in 2020 from an unsustainable 160% currently.

Since then, further deterioration in the Greek economy and a budget deficit that has widened to nearly 10% of GDP could put those projections in doubt. Euro-zone and IMF officials now say Greece may need roughly an extra EUR15 billion.

But in Athens, the mood Saturday was upbeat. "We really are one step away from a final agreement [on the debt deal]," Venizelos told reporters.

Throughout the day Saturday, Greece conducted parallel negotiations with the private creditors at the same time as it held talks with European Commission, IMF and European Central Bank officials--known as the troika--over the new loan program.

A person with direct knowledge of both sets of talks said a formal deal won't be announced until Athens agrees new austerity measures with the troika.

Without a fresh bailout, Greece won't be able to meet a EUR14.4 billion bond redemption maturing Mar. 20 and could become the first euro-zone member in the 11 year history of the currency bloc to default.

The key to clinching the debt talks appeared to come after bondholders indicated they would accept lower yields on new Greek debt that Greece will issue to replace its old bonds under the terms of the debt restructuring. According to a source close to the negotiations, the creditors agreed to an average yield of less than 4% over the 30-year maturity of the new bonds.

That brings the deal in-line with the recent demands made by Greece's eurozone partners.

"We are close to a finalization of a voluntary PSI (private sector involvement)," the Institute of International Finance, a Washington-based bank lobby representing the creditors, said in a statement Saturday.

Although the final decision on both the debt deal and the new loan will be made in Brussels, Papademos, who heads a three-party coalition government, met with party leaders Sunday to seek anew their commitment to the new loan terms.

In a statement following the meeting, Papademos warned Greeks that the country will need to take further steps to fix its public finances and overhaul its economy, but that Greece's political leaders are united behind the effort.

"The negotiations are not easy. Despite the progress that has contributed to the stabilization of the economy; despite the significant changes and the great sacrifices of the citizens; missed goals and the delayed implementation of policies has led our partners to ask for further commitments and terms," he said.

"The political leaders and I find ourselves in absolute agreement over the need to continue the negotiations and the positions that we will support," he added.

Το δεκασέλιδο υπόμνημα της Τρόϊκα αναφορικά με τα μέτρα που πρέπει να υιοθετηθούν από τη χώρα μας, πριν από το νέο Πρόγραμμα και μετά από αυτό, ως πολιτικές που πρέπει να το συνοδεύουν, είναι ένα κείμενο επί του οποίου κανείς μπορεί να πει πολλά.

Ας επικεντρωθώ επί του παρόντος σε μερικές παρατηρήσεις.

Ξεκινώ με τις συμβολικού χαρακτήρα:

Η Κυβέρνηση μιας κυρίαρχης, δυτικής χώρας, που είναι μέλος της Ε.Ε , της Ο.Ν.Ε. & του ΝΑΤΟ, λαμβάνει από τους Δανειστές της, ένα δεκασέλιδο κείμενο, διασάφησης, υποτίθεται, των επερχόμενων πολιτικών στο πλαίσιο του Νέου Προγράμματος, που καλείται να εφαρμόσει και επικυρώσει, μέσω της Βουλής της. Και αποδέχεται αυτή η Κυβέρνηση, να μοιράσει στα μέλη του υπουργικού της συμβουλίου ένα τέτοιο κείμενο, το οποίο δεν έχει συνταχθεί ή έστω μεταφραστεί στην επίσημη γλώσσα του κράτους, του οποίου είναι Κυβέρνηση. Μοιράζεται δε σε υπουργούς και στελέχη, στην αγγλική, ωσάν να μην έχουμε Διϋπουργική Συνεδρίαση υπό τον Πρωθυπουργό της Ελλάδος, αλλά συνεδρίαση του Δ.Σ. κάποιας πολυεθνικής πολυμετοχικής εταιρίας κάπου στο εξωτερικό.

Και να ήταν μόνο αυτό. Ανοίγοντας να διαβάσει κανείς αυτό το πόνημα, μπας και καταλάβει τι εισηγήσεις υπάρχουν προς την ελληνική κυβέρνηση, διαπιστώνει ότι σχεδόν οι μισές εισηγήσεις, είτε είναι αόριστες, μεσσιανικού χαρακτήρα, παραδοχές της υπέρτατης αλήθειας της Τρόϊκα, είτε έχουν κάπου, εντός της διατύπωσής τους, την περιβόητη φράση «to be defined, to be determined». Και επ’ αυτού του κειμένου, γίνεται κουβέντα, συγκροτούνται ομάδες εργασίας και διενεργούνται συναντήσεις.

Μόνο και μόνο για τα ανωτέρω δύο σημεία (κείμενο που δίδεται στα Αγγλικά και μόνο & αοριστία προτάσεων) κάθε σοβαρή κυβέρνηση κυρίαρχης χώρας με στοιχειώδη αυτοσεβασμό και επίγνωση της θέσης της τόσο έναντι των δανειστών όσο κυρίως έναντι του λαού της, θα το επέστρεφε πάραυτα πίσω με τον χαρακτηρισμό «ΑΠΑΡΑΔΕΚΤΟ».

Πάμε όμως στη ουσία. Σε πολλά λέει τα αυτονόητα. Μπορεί να τα λέει χωρίς ιδιαίτερες λεπτομέρειες, αλλά πάντως λέει πράγματα που εν πάσει περιπτώσει, δεν είναι σατανικά, δεν είναι παράλογα και δεν νομίζω ότι πρέπει χωρίς δεύτερη κουβέντα να τα απορρίψει κανείς. Λέει όμως και κάποια άλλα, τα οποία γεννούν ερωτήματα. Σταχυολογώ μερικά.

Γιατί, ενώ φαίνεται λογική (για λόγους οικονομίας κλίμακας και παρακολούθησης) η απαίτηση για να καθιερωθεί νομοθετικά ένα ταμείο επικουρικών συντάξεων, επιμένουν σε, γύρευε με τι δημοσιονομικό αποτέλεσμα, νομοθετική περικοπή των επικουρικών συντάξεων; Το έχουν μετρήσει άραγε, με μελέτη;
Γιατί ο περιορισμός των εισακτέων στις παραγωγικές σχολές στρατού και σωμάτων ασφαλείας θα προσδώσει δημοσιονομική ωφέλεια; Μήπως διότι θα ενταθεί το πρόβλημα της αστυνόμευσης και της ασφάλειας και θα πάρουμε όλοι τις καραμπίνες και άρα θα εισπραχθεί περισσότερος ΦΠΑ από τις πωλήσεις όπλων;
Γιατί συνιστά μέσο βελτίωσης της διαχείρισης των δημοσίων οικονομικών η ενίσχυση του ρόλου και της «ανεξαρτησίας» της ΕΛΣΤΑΤ; Φοβούνται κάτι και θέλουν να προστατεύσουν εκλεκτούς;
Γιατί δεν μας λένε ποιο θα είναι το σχέδιο για την Αγροτική Τράπεζα (ΑΤΕ) αλλά το αφήνουν για ευθετότερο χρόνο να το διευκρινίσουν; Άραγε δεν ενδιαφέρονται για τις τύχες του πιστωτικού ιδρύματος εκείνου το οποίο έχει μέσω εμπράγματων εξασφαλίσεων (ενέχυρα ή προσημειώσεις υποθηκών) σχεδόν το σύνολο του αγροτικού και κτηνοτροφικού κεφαλαίου της χώρας; Ή μήπως ενδιαφέρονται τόσο πολύ, που θα τα κουβεντιάσουμε στο μιλητό και υπό άλλες καταστάσεις;
Γιατί αφού η Τράπεζα της Ελλάδος και το Υπουργείο Οικονομικών θα κάνει τα πάντα για τη σωτηρία και διατήρηση του Τραπεζικού τομέα της χώρας, χρειάζεται επιπροσθέτως να νομοθετηθούν ειδικές ρυθμίσεις που να επιτρέπουν την μείωση αμοιβών προσωπικού στις Τράπεζες αλλά και ο περιορισμός προσωπικού (σ.σ. αλλιώς, απόλυση); Δεν θα είναι αρκετή η δημοσιονομική στήριξη, τα Core Tier, οι κοινές, μη έχουσες δικαίωμα ψήφου, μετοχές και τα άλλα μέτρα στήριξης; Γιατί;
Τι θα προσδώσει η προσφορά, έτσι, σαν να λέμε βάλε δύο κιλά τυρί, από το κράτος, για ιδιωτικοποίηση δύο – τριών ΔΕΚΟ; Ποιες θα είναι αυτές; Με ποια κριτήρια θα επιλεγούν; Ποια ενδεχομένως η στρατηγική τους σημασία για τη χώρα; Ποιος ξέρει…! Ας τις βγάλουμε στο σφυρί και βλέπουμε. Τουλάχιστον θα φτιάξει το επενδυτικό κλίμα.
Είναι καταπληκτικό ότι, ενώ τίθεται η αποδοχή της κυβέρνησης για την νομοθετική καθιέρωση της ελαστικοποίησης των μισθών, ως προαπαιτούμενο για το νέο Πρόγραμμα, οι καταπληκτικοί τύποι της Τρόϊκα, δεν είναι έτοιμοι να μας πουν πως και σε ποιο ύψος την εννοούν. Θα τα βρούμε μετά, λένε. Και τους ακούτε ακόμα;
Αμ’ το άλλο; Θα μειώσουμε τις ασφαλιστικές εισφορές κατά 5% αλλά το πώς και το πότε, άδηλο.
Για την απελευθέρωση των επαγγελμάτων θα έχετε ακούσει. Εκτός από τις τροποποιήσεις στα Νομοθετικά διατάγματα για την απελευθέρωση φορτηγών κλπ. εμένα μου κάνει εντύπωση γιατί θα αποτελέσει μέγιστο μέτρο δημοσιονομικής προσαρμογής και επιτυχίας δημοσιονομικού ελέγχου, η κατάργηση των κατώτατων αμοιβών δικηγόρων με παγία αντιμισθία. Δεν μιλώ για το ζήτημα της κατάργησης της χωρικότητας της κατά τόπο αρμοδιότητας κάθε δικηγορικού συλλόγου, μέτρο, που μαζί με την ελεύθερη ίδρυση δικηγορικών εταιριών, ουσιαστικά θα εκμηδενίσει τον χαρακτήρα του ελεύθερου επαγγελματία δικηγόρου στην επαρχία.
Αφού μας λένε εμμέσως ότι θα πουλήσει η ΔΕΗ λιγνητικές μονάδες, μαθαίνουμε ότι η πώληση και υδροηλεκτρικών εργοστασίων, της ΔΕΗ βεβαίως – βεβαίως, θα δημιουργήσει ανταγωνισμό…! Α και μια και μιλάμε για ενέργεια. Θα αναθεωρηθεί το πλαίσιο υποστήριξης των Ανανεώσιμων πηγών Ενέργειας ώστε να μειωθεί η επίπτωσή στα δημόσια οικονομικά (Μήπως εννοούν την επιδότηση της κιλοβατώρας από ΑΠΕ;)
Αύξηση αντικειμενικών αξιών κατά 25% αναδρομικά από 01/01/2012. Ε, το τέλος ακινήτων, να μη πω που θα φτάσει, έτσι;
Και το κερασάκι. Οι μεγάλες περικοπές, έχουν σκεφτεί οι φωστήρες της Τρόϊκα, να γίνουν στην άμυνα (τώρα που θέλουμε υποτίθεται να κηρύξουμε ΑΟΖ και να εκμεταλλευτούμε τους υδρογονάνθρακες μας στην Α. Μεσόγειο), στην υγεία (όπου αντί να εισηγηθούν την ταχεία επαναπροώθηση 1 εκ λάθρο που επιβαρύνουν το σύστημα υγείας με τις ασθένειές τους, το ασφαλιστικό με την ανασφάλιστη εργασία τους κλπ, κλείνουν νοσοκομεία, δημιουργούν ελλείψεις προσωπικού και υλικών, υποβαθμίζουν και κάνουν ακριβότερη την παροχή υπηρεσιών υγείας για τον γενικό πληθυσμό) και από το κλείσιμο επιχειρήσεων του Δημοσίου (ΔΕΚΟ) και απόλυση προσωπικού (όπου οι έννοιες «ύφεση» και «ανεργία» είναι κάποιες φανταστικές έννοιες, που δεν σχετίζονται με αυτή την πολιτική, διότι κατά τους φωστήρες, οι απολυμένοι του Δημοσίου τάχαμου θα απορροφηθούν, ας πούμε, από τον Ιδιωτικό Τομέα. Σε κάποια άλλη ζωή ίσως…! Δεν υπάρχει Ιδιωτικός Τομέας στην Ελλάδα του 2012. Πέθανε ύστερα από 2 χρόνια λάθη και ανοησίες)

Με αυτά και με αυτά, θα ήθελα να σημειώσω και κάτι άλλο, σε πολιτικό επίπεδο.

Οι καλοί δανειστές, θα μας ζητήσουν δεσμεύσεις. Θα ζητήσουν συνευθύνη. Θα ζητήσουν συνυπογραφές και υποταγή στα αόριστα, ανεφάρμοστα, απροσδιόριστα και εντελώς καβαλημένα σχέδια και πολιτικές τους, εις το διηνεκές;

Τότε ο Αρχηγός της Αξιωματικής Αντιπολίτευσης έχει δύο επιλογές.

Η μία είναι να αφήσει να διαπραγματευτεί μόνος του ο άχρωμος Πρωθυπουργός, ο άνθρωπος που μιλάει μεν ελληνικά, πλην όμως, αν όχι απόλυτα, τουλάχιστον σε σημαντικό βαθμό, προστατεύει και συμφέροντα ξένων. Και έτσι να πάρει αυτός το ανάθεμα. Άλλωστε, ένα αόριστο έγγραφο δεσμεύσεων, αναφορικά με ένα αόριστο νέο Πρόγραμμα, αλλά με μια πολύ ορισμένη και αρκούντως περιγραφική και λεπτομερή δανειακή σύμβαση, είναι συνδυασμός που από μόνος του μπορεί να θάψει πολιτικές καριέρες. Με μια τέτοια εξέλιξη, η Ελλάδα θα μείνει μεν κάπως ζωντανή για λίγο, αλλά ο χρόνος της θα είναι μετρημένος από τις … Δάνειες Δυνάμεις και ο λαός της θα παραμείνει σκυφτός και απογοητευμένος από τους πολιτικούς του που δεν έδωσαν την μάχη, δεν δικαίωσαν τις προσδοκίες της, δεν έκαναν κάτι άλλο, δεν έδωσαν ελπίδα, δεν έκαναν την υπέρβαση, δεν έδωσαν την συμβολική μάχη έστω.

Η άλλη λύση είναι , να μαζέψει μόνος του, με τις δικές του δυνάμεις και την αξία του, από αυτό το κατάπτυστο τελεσίγραφο των 10 σελίδων, τα πέντε δέκα πράγματα που όντως είναι ορθά και λογικά, να βάλει μέσα το δικό του οικονομικό μίγμα, να αναλύσει την πολιτική του, με στόχους και χρονοδιαγράμματα, σε βάθος τετραετίας,, να κοτσάρει φαρδιά – πλατιά από κάτω την υπογραφή του και να το στείλει στον Πρωθυπουργό, με ένα σημείωμα: «Αυτό είναι κύριε Πρωθυπουργέ το πλαίσιο πολιτικής που στηρίζω, επ’ αυτού μπορώ να δεσμευτώ και να υπογράψω έναντι των Δανειστών, και αυτό θα θέσω στη βάσανο της κρίσης των πολιτών της χώρας στις εκλογές που συμφωνήσαμε να γίνουν σύντομα». Τελεία και παύλα.

Να δει και ο κόσμος ότι όπου χρειάζεται υποχώρηση, λελογισμένες κινήσεις τακτικής και διπλωματία, μπορεί να τις κάνει. Όπου όμως χρειάζεται να μείνει ανυποχώρητος, μένει ανυποχώρητος και αντιδρά. Ας κάνει μετά ο Πρωθυπουργός και οι Δανειστές ό,τι νομίζουν.

Κάθε δε άλλη προτροπή, παραίνεση, απειλή, εκβιασμό, ή προσβολή, Δανειστών, Γερμανών, Γάλλων, Βησιγότθων, Τραπεζιτών, ή άλλων απλών, ντόπιων και ξένων, σφουγγοκολαρίων όλων των ανωτέρω, να την γράφει εκεί που δεν παίρνει μελάνι και να την επιστρέφει στον αποστολέα της ως «ΑΠΑΡΑΔΕΚΤΗ». Και όταν το κάνει, να φωνάζει δημοσιογράφους στη Συγγρού και να το λέει ο ίδιος. Όχι με δελτίο Τύπου.

Μετά, ελάτε να μου πείτε για δημοσκοπήσεις, κομματική ισχύ, κυβερνησιμότητα, συσπείρωση και αποφασιστικότητα. Και δείτε μετά τα μάτια των συμπολιτών, συγχωριανών και συγκατοίκων σας, όταν κουβεντιάζετε στο καφενείο ή στην αυλή του σπιτιού! Φλόγες θα πετούνε, έτοιμοι θα είναι για μάχη και αγώνα να στήσουν πάλι από την αρχή την αρχέγονη χώρα τους. Περήφανα, Ελληνικά, με το μέτωπο καθαρό, όρθιο …

Λύσεις τώρα, δεν θα υπάρξει δεύτερη ευκαιρία

Η Ελλάδα δέσμια μιας άπληστης ελίτ

Ποια ομοιότητα μπορεί να έχει ο βιομηχανικός αέρας του Μανχάιμ με τη διαύγεια ενός ηλιόλουστου πρωινού στη Σαντορίνη; Καμία.

Αυτή η μικρή, πλην ουσιαστική, παραδοχή έχει εφαρμογή σε ένα πλήρες φάσμα της οικονομικής μας δραστηριότητας.

Η Ελλάδα είναι μια χώρα ευλογημένη, προικισμένη με όλες τις ομορφιές της γης. Δεν είναι δυνατόν αυτή η χώρα να βρίσκεται αντιμέτωπη με τη χρεοκοπία. Κάτι δεν πάει καλά.

Και όμως. Η χώρα μας είναι δυστυχώς δέσμια μιας άπληστης ελίτ που καταρρέει και που εκφράζεται κυρίως μέσα από τη διαπλοκή ενός τριγώνου Τραπεζιτών – Εργολαβοκαναλαρχών – Πολιτικών και ενός πεθαμένου οικονομικού μοντέλου που επιμένεινα μεταφέρει βίαια πόρους από το κοινωνικό κράτος στις τράπεζες, από τις μικρομεσαίες επιχειρήσεις στο διεθνές κεφάλαιο.

Διανύοντας τον 5^ο χρόνο της ύφεσης, είμαστε πιο ώριμοι από ποτέ, ώστε να διαπιστώσουμε τις προφανείς αδυναμίες και αγκυλώσεις μας. Δεν θα μπω στον πειρασμό να αριθμήσω τα λάθη της πολιτικής ηγεσίας, ούτε τις πρόδηλες ευθύνες των φαύλων προσώπων που επιλέξαμε για κυβερνήτες. Θα προσπαθήσω να παραμείνω στους οικονομικούς όρους.

Το πρόβλημα ξεκινάει από 2 σαθρούς πυλώνες:

Το δυσβάσταχτο χρέος που συσσωρεύτηκε αψήφιστα κατά τη διάρκεια της μεταπολίτευσης
Το καρκίνωμα των τραπεζών που καταβροχθίζει τα υγιή κύτταρα της οικονομίας (μικρομεσαίες επιχειρήσεις) και απειλεί με ξαφνικό θάνατο τη χώρα

Όσο δεν λύνουμε δυναμικά αυτά τα δύο προβλήματα, η χώρα μας, αν και ευλογημένη, θα είναιδέσμια των ορέξεων του κάθε ξιπασμένου χαρτογιακά, ένθεν κακείθεν του Ατλαντικού.

Το χρέος

Έχουμε κάνει αναρίθμητες συζητήσεις για το πρόβλημα του χρέους και τις πιθανές λύσεις του. Η γενικότερη αντίληψη, που τελευταία κερδίζει έδαφος ακόμα και σε θεσμικούς κύκλους, είναι ότι το PSI δεν αποτελεί αυτό που λέμε ριζική λύση. Θα συμφωνήσω απόλυτα. Το χειρότερο με το PSI δεν είναι, ούτε το Αγγλικό δίκαιο, ούτε το μνημόνιο που συνοδεύει την αποικιοκρατική σύμβαση. Το χειρότερο είναι ότι θα επιτείνει την αβεβαιότητα γύρω από το χρέος και δεν θα καταφέρει να αναχαιτίσει την ύφεση, που θα συνεχίσει να μας επισκέπτεται με μαθηματική ακρίβεια, για πολλά χρόνια.

Η λύση είναι μια στιβαρή, αποφασιστική αναδιάρθρωση, ένα δομικό Hard Default στο 90% τουλάχιστον όλων των ομολόγων που έχουν εκδοθεί με βάση το Ελληνικό δίκαιο. Η δυναμική αυτή λύση θα κλείσει τα στόματα των αγορών (οι οποίες θα απευθυνθούν στο επόμενο θύμα) και θα καταστήσει οριστικά και αμετάκλητα το χρέος μας βιώσιμο. Κάθε συζήτηση περί επιστροφής στη δραχμή ή περί νέας αναδιάρθρωσης θα σταματήσει και η οικονομία θα μπορέσει να σταθεροποιηθεί και να ανασυνταχθεί.

Φυσικά η λύση αυτή προϋποθέτει παράλληλα μια δυναμική φορολογική πολιτική(αποφορολόγηση) και τη δημιουργία ενός ελλείμματος το οποίο θα κατευθυνθεί στοχευμένα στην ανάπτυξη και θα χρηματοδοτηθεί είτε από τους εταίρους μας, είτε από τη χώρα – στρατηγικό εταίρο που θα επιλεγεί για την εξόρυξη των υδρογονανθράκων.

Α. Αποφορολόγηση

Μια δυναμική πολιτική, στη βάση των πρόσφατων ανακοινώσεων της Ν.Δ. για τη φορολογία, θα δώσει τις απαραίτητες ανάσες σε ιδιώτες και επιχειρήσεις και μια μικρή ώθηση στην κατανάλωση. Επιπλέον η σταθερότητα του φορολογικού συστήματος, ο εξορθολογισμός του (φθηνότερη ενέργεια, φθηνότερος τουρισμός, φθηνότερες μεταβιβάσεις ακινήτων) και η εξάλειψη κινδύνων όπως η επιστροφή στη δραχμή και η πιστωτική συρρίκνωση, θα επαναφέρουν το ενδιαφέρον των επενδυτών, Ελλήνων και ξένων σε παραγωγικούς τομείς, όπου η Ελλάδα διαθέτει στρατηγικά πλεονεκτήματα (τουρισμός, βιολογική γεωργία, ΑΠΕ, προϊόντα διατροφής κ.α.).

Β. Η σημασία του ελλείμματος στην ανάπτυξη

Όσο προσπαθούμε να μηδενίσουμε ένα μεγάλο έλλειμμα και ταυτόχρονα να επιτύχουμε θετικούς ρυθμούς ανάπτυξης, απλώς ματαιοπονούμε. Αυτά τα πράγματα συμβαίνουν μόνο σε τευτονικά παραμύθια και σίγουρα όχι στις πλάτες ενός λαού με παράδοση στην επιχειρηματικότητα και τη δημιουργική σκέψη (εδώ μετράει και η διαύγεια του τοπίου). Τα κράτη λειτουργούν όπως οι επιχειρήσεις. Μια επιχείρηση χρειάζεται να δανειστεί, να επενδύσει σε παραγωγικές δραστηριότητες για να παρουσιάσει στη συνέχεια κέρδη και ανάπτυξη. Δεν είναι δυνατόν να ζητάμε από μια οποιαδήποτε επιχείρηση να περικόπτει τις δαπάνες της, να μηδενίζει τις επενδύσεις της και να αναμένει θετικά αποτελέσματα.

Το ίδιο συμβαίνει και με τα κράτη. Πρέπει όμως να είμαστε πολύ προσεκτικοί στο που θα κατευθύνουμε τα απαιτούμενα δάνεια. Πρέπει ταυτόχρονα να δημιουργήσουμε παραγωγικές επενδύσεις στους τομείς που προανέφερα, αλλά και να στηρίξουμε την ιδιωτική κατανάλωση και την εργασία. Όχι λοιπόν άμεσες απολύσεις στο δημόσιο (αλλά κανόνας 1/5), όχι μειώσεις μισθών και συντάξεων, όχι αύξηση της φορολογίας.

Πολλοί πέφτουν στην παγίδα ότι μετά από ένα βίαιο κούρεμα, η χώρα μας θα είναι αποκλεισμένη από τις αγορές. Πράγματι κάτι τέτοιο είναι πολύ πιθανόν να συμβεί για τους επόμενους 18 μήνες. Ωστόσο η Ελλάδα είναι μέλος της ευρωπαϊκής ένωσης και έχει προνομιακή πρόσβαση σε χρηματοδοτικά εργαλεία. Επίσης ποσά της τάξεως των 20δις ετησίως που θα χρειαστούμε μέχρι την οριστική αναδιάταξη της οικονομίας, δεν είναι δύσκολο να βρεθούν μέσω διακρατικών δανείων ή ακόμα και μέσω εσωτερικού δανεισμού.

Το τραπεζικό καρκίνωμα

Όσο οι τράπεζες δεν κάνουν τη δουλειά για την οποία εφευρέθηκαν, η οικονομία δεν πρόκειται να πάρει μπροστά. Όσα πακέτα διάσωσης και να έρθουν, όσα PSI, όσες ανακεφαλαιοποιήσεις, το παιχνίδι παίζεται πάντα στην πραγματική οικονομία. Και η πραγματική οικονομία χρειάζεται ρευστό εδώ και τώρα, όσο ποτέ άλλοτε.

Δεν είναι δυνατόν να περιμένουμε νέες μονάδες παραγωγής ελαιολάδου, χωρίς ένα τέτοιο εγχείρημα να μπορεί να χρηματοδοτηθεί από υγιείς τράπεζες. Δεν είναι δυνατόν να δημιουργήσουμε νέα ξενοδοχεία, μικρά ή μεγάλα, χωρίς τη μετακίνηση πόρων από τους καταθέτες στους επιχειρηματίες. Και δυστυχώς είναι παγκοίνως γνωστό ότι η κεφαλαιακή ανεπάρκεια των τραπεζών μας, αποτελεί τροχοπέδη για οποιαδήποτε αναπτυξιακή ενέργεια.

Έχουμε σπαταλήσει δισεκατομμύρια για να διατηρήσουμε νεκροζώντανες τις τράπεζες, ενώ θα μπορούσαμε με τα μισά χρήματα να αναδιατάξουμε την οικονομία και να δημιουργήσουμε πλούτο και θέσεις απασχόλησης.

Η λύση βρίσκεται στα πόδια μας, έχει ήδη νομοθετηθεί και αναμένει την πολιτική απόφαση:

Οι τράπεζες θα βάλουν οριστικά λουκέτο, η μία μετά την άλλη, καθώς θα αφεθούν αβοήθητες, όπως οποιαδήποτε άλλη επιχείρηση. Καθώς οι μέτοχοι θα αδυνατούν να ανταπεξέλθουν στις κεφαλαιακές ανάγκες των ιδρυμάτων τους, θα τίθενται στη διάθεση του υπουργείου οικονομικών. Οι τράπεζες θα τίθενται σε εκκαθάριση, ενώ το υγιές ενεργητικό, καταθέσεις, δάνεια, χρεόγραφα κ.λπ θα μεταβιβάζονται σε μια νέα κρατική τράπεζα.

Η νέα τράπεζα θα είναι απόλυτα υγιής και θα χρηματοδοτεί με κανόνες την αναδιάταξη της οικονομίας.

Παράλληλα θα υπάρξει πλήρης διαγραφή των λιστών του Τειρεσία (αμνηστία) και σε όλα τα ιδιωτικά δάνεια θα επιβληθεί κούρεμα, ανάλογο με τις νέες οικονομικές δυνατότητες του δανειολήπτη, κάτι σαν μαζική εξωδικαστική εφαρμογή του νόμου Κατσέλη, με προέκταση και στα στεγαστικά δάνεια.

Ειδικό δικαστικό σώμα που θα συσταθεί, θα εξετάσει όλες τις υποθέσεις πλειστηριασμών από τον Οκτώβριο του 2008, αποδίδοντας πίσω στους δικαιούχους ακίνητα και επιχειρήσεις που χάθηκαν λόγω απληστίας των τρωκτικών.

Οι δύο αυτές δυναμικές λύσεις, σε χρέος και τράπεζες, θα λύσουν δια παντός το οικονομικό πρόβλημα και θα επαναφέρουν πολύ γρήγορα τη χώρα σε θετικούς ρυθμούς ανάπτυξης.

Από εκεί και πέρα θα πρέπει και η νέα κυβέρνηση, διδασκόμενη από τα λάθη του παρελθόντος, να διαχειριστεί συνετά την οικονομία, να αποφύγει τις άσκοπες σπατάλες στο δημόσιο τομέα, την πελατειακή νοοτροπία και την αλόγιστη χρήση του εργαλείου που ονομάζεται έλλειμμα.

Μακάρι να μπορούσαμε να φέρουμε το χρόνο πίσω στο 2008 και να διορθώναμε όσα λάθη έγιναν. Μακάρι να μπορούσαμε να αποπληρώσουμε τις υποχρεώσεις μας, να εξυγιάνουμε τις τράπεζες και να σταθεροποιήσουμε την ανάπτυξη. Δυστυχώς έγιναν λάθη και παραλείψεις. Μπλέξαμε στα νύχια του ΔΝΤ και εμπιστευθήκαμε τις συνταγές της Τρόικας. Σήμερα δεν κινδυνεύει μόνο η υπόσταση της πατρίδας, δεν απειλείται μόνο η εθνική μας ακεραιότητα. Σήμερα απειλείται πάνω από όλα ο συνεκτικός κρίκος τους έθνους μας, η ελληνική οικογένεια. Αγγίζουμε επικίνδυνα τα όρια της φτώχειας και της απόγνωσης και η ‘’λύση’’ που μας προσφέρεται είναι ταπεινωτική και μας εξαθλιώνει. Και το πιο σημαντικό είναι ότι δεν μας δίνει ούτε μια χαραμάδα ελπίδας για το μέλλον.

Ήρθε η ώρα για λύσεις δυναμικές και αποφασιστικές, δεν θα υπάρξει δεύτερη ευκαιρία.

Σημαντικό το αποτέλεσμα του PSI για το 2ο πακέτο στήριξης

Μιλώντας στη γερμανική ραδιοφωνία (Deutschlandfunk), η επικεφαλής του ΔΝΤ τόνισε ότι η δημιουργία ενός μεγαλύτερου τοίχους προστασίας εκ μέρους των Ευρωπαίων είναι βασική προϋπόθεση για να βάλει από την πλευρά του και το ταμείο πιο βαθιά το χέρι στη τσέπη. Όλα δείχνουν ότι η διαχείριση της κρίσης χρέους εισέρχεται σε μια καθοριστική φάση. Παρά τις πιέσεις και τις διαβεβαιώσεις, πολλοί αναλυτές εκφράζουν αμφιβολίες για το εάν το τέλος του 2012 βρει την Ελλάδα στην ευρωζώνη. Η επικεφαλής του ΔΝΤ αντιμετωπίζει, πάντως, με μεγαλύτερη αισιοδοξία τα πράγματα.

«Έχω αποφασίσει να αντιμετωπίζω θετικά τα πράγματα. Οι πολιτικοί ηγέτες διαθέτουν και τα εργαλεία και τα απαιτούμενα μέτρα για να διαχειριστούν τα πράγματα και να επαναφέρουν την ευρωζώνη στο δρόμο της βιωσιμότητας, ο οποίος σε τελική ανάλυση θα ενισχύσει την ίδια την ευρωζώνη. Θα πρέπει όμως να γίνουν ακόμη πολλά», υπογράμμισε η επικεφαλής του ΔΝΤ και πρόσθεσε: «Θα πρέπει να ενισχυθεί η ανάπτυξη, ενώ το τείχος προστασίας θα πρέπει να γίνει πιο συμπαγές. Η ευρωπαϊκή ολοκλήρωση θα πρέπει να τελειοποιηθεί. Και με χαροποιεί το γεγονός ότι οι υπουργοί Οικονομικών της ευρωζώνης εντείνουν τις διαπραγματεύσεις τους για το δημοσιονομικό σύμφωνο, το οποίο είναι προϋπόθεση για περισσότερη κοινή ευθύνη. Πρόκειται για γεγονός μεγάλης σημασίας».

«Είναι πολλοί οι δρόμοι που οδηγούν στη Ρώμη»

Η Κριστίν Λαγκάρντ με τη καγκελάριο 'Αγκελα ΜέρκελΑναφερόμενη στην ανάγκη αναδιάρθρωσης του ελληνικού χρέους προκειμένου αυτό να γίνει βιώσιμη η κα Λαγκάρντ υπογράμμισε ότι η συμμετοχή του ιδιωτικού τομέα θα πρέπει να είναι ουσιαστική. «Δεν θέλω να δεσμευθώ μιλώντας για συγκεκριμένα ποσοστά. Υπάρχουν πολλοί τρόποι να μειώσει κανείς το χρέος. Είναι πολλοί οι δρόμοι που οδηγούν στη Ρώμη. Θα πρέπει κανείς να εξετάσει λεπτομερώς κάθε γραμμή και παράγραφο της συμφωνίας. Αλλά δεν συμμετέχω στις διαπραγματεύσεις αυτές. Εδώ συζητούν οι πιστωτές και η Ελλάδα. Το αποτέλεσμα των διαπραγματεύσεων είναι πολύ σημαντικό για τον σχεδιασμό του δευτέρου προγράμματος στήριξης. Και εφόσον έχει αποφασιστεί η συμμετοχή του ιδιωτικού τομέα, αυτή θα πρέπει να είναι εποικοδομητική και ουσιαστική», παρατηρεί η επικεφαλής του ΔΝΤ.

Τέλος η Κριστίν Λαγκάρντ εξέφρασε την ανάγκη βελτίωσης του τείχους προστασίας της ευρωζώνης από την κρίση. «Θα πρέπει σε ευρωπαϊκό επίπεδο το τείχος να είναι επαρκές και θα πρέπει να βελτιωθεί. Και αυτό ισχύει τόσο για τον προσωρινό όσο και για τον μόνιμο μηχανισμό στήριξης. Εάν γίνει αυτό, τότε τα μέλη του ΔΝΤ θα αυξήσουν ευχαρίστως τους πόρους και δεύτερον θα στηρίξουν αυτούς που χρειάζονται βοήθεια και πληρούν τις προϋποθέσεις, όχι μόνο τις χώρες της ευρωζώνης αλλά όλες τις χώρες».

EU budget pact - a major breakthrough?

Germany already has a constitutional debt limit

At their summit on Monday, 26 European Union members are set to adopt a new treaty on budget discipline. The fiscal pact is aimed at cutting debt. Is it a breakthrough or just a sideshow?

The last details of the EU budget pact are being negotiated, but the German government is optimistic that it will all work out in the end. And no wonder, as the idea for stricter budget discipline comes from Chancellor Angela Merkel.

At the last EU summit in December, Merkel joyfully declared that the agreement by all member states, with the exception of Britain, was the breakthrough needed for a long-term resolution to the bloc's debt crisis.

In less than two months, a treaty text has been worked out in what has to be a record time.

The fiscal pact, however, does not have quite the bite originally intended by Merkel and French President Nicolas Sarkozy, the political minds behind the proposal.

German Central Bank President Jens Weidmann is now calling the treaty an important "contribution" to solving the crisis.

Sanctions for debtors

France and Germany launched the fiscal pact proposalElmar Brok, a European parliamentarian from Merkel's Christian Democratic Party who took part in the negotiations, views the pact as an important "component" but not enough to solve the crisis on its own. Brok told Deutsche Welle that there were a few things that could have been improved.

"But I think now it's possible to impose sanctions and launch legal proceedings against debtors automatically," he said.

Although the treaty was agreed on outside the framework of the European Union, because Britain vetoed the process, it is supposed to later become part of EU law. Brok considers that aspect especially important.

"The community methodology was upheld so that no division of Europe could develop," said Brok.

British Prime Minister David Cameron vetoed the deal because he said he was concerned about forfeiting national budget sovereignty.

And in fact, the accord does call for automatic penalties in the case of excessive budget deficits, but what that ceiling will be is still under negotiation. In addition, a debt limit mechanism has been introduced which is supposed to lead to balanced budgets in the long term.

This point was a key issue for Chancellor Merkel, because Germany already has a debt limit written into its constitution. Berlin was unable, however, to push through a proposal to enshrine debt limits in the constitutions of all member states. What's more, under certain extraordinary circumstances, such as steep recessions, there can be exceptions.

Merkel has rejected complaints that she was trying to force her will on others just because she represented the largest eurozone country.

"We are prepared to learn from one another," the chancellor said this week in Berlin during a visit with Belgian Prime Minister Elio Di Rupo. "It has nothing to do with dominance. It's not our fault that we're this big."

Nothing really new, except the debt limit, said RehnNothing really new

Except for the debt limit - that is, to reduce deficits and not accrue new debt - there is nothing entirely new in the budget pact rules. Olli Rehn, the EU's monetary affairs commissioner, told a meeting of EU finance ministers in Brussels that 99 percent of the regulations in the new pact were already part of existing EU law. He said the whole idea was to underscore that point.

"The fiscal pact is a fundamental obligation to budget discipline by the national parliaments of EU members," Rehn said. "That is the actual purpose. It will be achieved mainly by implementing existing rules and regulations."

Only those countries which join the budget pact can expect to receive aid from the 17-nation eurozone rescue fund. Within the next year, the treaty is expected to come into effect following ratification by the national parliaments. That, too, would be a record-breaking time frame for the EU.

Experts agree the treaty is not a big help in the current crisis but that it will bear fruit in the future. Jean Pisani-Ferry, from the Brussels-based think tank Bruegel, points out that a real fiscal union with common budget and debt policies is still a long way off.

"Actually, we need more political integration, but we are seeing the exact opposite. There is no political will to abandon one's own sovereignty, especially not in France," he notes.

A political sideshow

The president of the EU Commission, Jose Manuel Barroso, has warned that the fiscal pact, which Britain has not agreed to, must not and cannot be used to create new institutions that would compete with existing common structures. He said anything else would generate confusion.

The leader of the Socialist group in the European Parliament, Hannes Swoboda of Austria, has criticized Merkel and Sarkozy, both conservatives. He told DW that focusing on the fiscal pact alone was wrong.

Labeling the budget treaty "a sideshow," Swoboda said it was much more important to discuss the role of the European Central Bank in issuing eurobonds and providing other economic stimulus measures.

"There are sufficient political structures in Europe, but so far the heads of state and government, especially Chancellor Merkel, have refused to work within these structures," Swoboda said. There is no political will for a joint solution, he added.

Polish Prime Minister Donald Tusk has expressed his reservations about the fiscal union, calling for more input from those countries that do not yet have the euro. Furthermore, no one in Brussels quite knows how Hungarian Prime Minister Viktor Orban will vote when the negotiations are completed. Orban, who recently was massively criticized for possible treaty violations on another set of issues, could reject the pact.

To prevent any delays, the majority of EU leaders want to enact the new treaty, even if it's not ratified by all the participating countries. Just how high this threshold will be - 10, 12 or 17 members - is still undecided.

What kind of ‘more Europe’ does Merkel want?

The Eurozone these days appears to be stuck in the miser ideology of the average German family.

German Chancellor Angela Merkel, despite having acknowledged that “our policies so far to arrest the crisis may have being wrong” and on another occasion that “good politicians are those who worry about the correctness of their policies”, speaking at the opening of this year’s Davos gathering, denied that there was a need to increase the firepower of the currently operational European Financial Stability Fund (EFSF) and the permanent European Stability Mechanism (ESM) (operational from July) and also explained to her audience that in order for the Eurozone to effectively counter the crisis, people should work more for less and that the rest of the Eurozone must follow the Germanic miser ideology.

What else could she have meant by asking for “more labour-market reforms” and “greater European integration”? And this comes after nearly two years of utterly unsuccessful policies to arrest the sovereign-debt crisis, after it first broke out in Greece in March 2010.

Berlin is also the main impediment to the European Central Bank (ECB) using its immense firepower to support Eurozone governments in distress.

Even the IMF appeared this week to be critical over the ECB's refusal to participate in cutting down the Greek debt by 50% in long-fought confrontations with the country's private creditors.

Incidentally, the IMF also explained on 25 January that it has never asked the ECB to play an active role in writing off the Greek debt. IMF boss Christine Lagarde, however, had clearly said while speaking in Berlin that the official creditors to Athens, aka the ECB and Eurozone governments, could participate in the effort to reduce the Greek debt to manageable levels.

In any case, the austerity policies in countering the Eurozone's debt problems have proved insufficient to convince the world’s financial markets that the single money zone will overcome its over-indebtedness.

The question is whether Merkel, who is the main political force behind the past two years’ attempts, is still insisting that the Eurozone should continue applying the same problematic economic policy mix of austerity and labour market deregulation.

At this point, it must be remembered that even the Greek employers’ associations rejected on 25 January the idea of abolishing the traditional 13th and 14th yearly wages paid to private-sector workers, after these bonuses of two extra salaries were abolished from the beginning of 2010 in the state sector and the pension system.

Greek employers also rejected the idea of a generous reduction of the lowest legal remuneration in the private sector and, instead, asked for a three-year freeze in salaries.

Under these conditions, it seems that the German government will continue to impose Teutonic solutions on the rest of the Eurozone through the tight fiscal Union of the EU26 that Merkel proposed during the European Summit in early December and the other 25 leaders accepted, with the exemption of UK Prime Minister David Cameron.

This new ‘Union within the Union’ is going to be an awkward organisation, not being an EU institution itself but functioning under the auspices of the main European organs such as the European Parliament, Council and Commission, using their blessing to legitimise itself inside and outside the EU 27.

In any case, a lot of action to straighten up the Eurozone's problems is taking place outside the main EU institutions – for example, the next summit of the 27 EU leaders on 30 January will not have the Greek issue on its agenda, as the Hungarian COREPER II Ambassador Péter GYÖRKÖS recently revealed, adding, however, that this may still change before the summit.

The real action towards an agreement over Greek-debt reduction by 50% takes place in closed rooms in Berlin and Frankfort, outside EU procedures.

The Greek private lenders, aka the banks, which are expected to suffer a 50% reduction in their Athens debt holding, complain that the new demands for a deeper ‘haircut’ to their wealth is removed from what the October EU summit decided.

However, the next EU summit is not supposed to present an opinion on this matter and the details of Private Sector Involvement (PSI) in alleviating the Greek debt are being negotiated outside of the EU institutions.

So, what kind of ‘more Europe’ are the Germans asking for? One suspects that they mean more ‘Teutonic’ Europe...

Closer to an Athens deal

Converging information from Athens, Brussels and Davos indicates that the agreement between the Greek government and its creditors is almost concluded.

Charles Dallara, the head of the International Institute of Finance representing the banks, is expected to meet Prime Minister Loukas Papademos late on 27 January to seal the deal on Private Sector Involvement (PSI) in alleviating the country's debt, but it is not clear if there will be an announcement made immediately afterwards.

In Athens, sources close to the negotiating teams say that the deal has as its central point an average interest rate of 3.7% on the new debt – the idea is that the new bonds, which are to replace 50% of the nominal value of the debt paper currently held by banks, will bear an interest rate below this level and will be increasing after the country enters in a sustainable growth path, hopefully in the year 2014 or 2015.

In the same direction was a statement from Davos, by Deutsche Bank CEO Josef Ackermann, who evaluated the losses for the banks at 70% of the present value of their Greek debt portfolio. This estimate for private lenders makes sense if the new interest rate is going to be around 3.7% and the maturities of the new bonds are as long as 30 years, with a ten-year grace period.

If those terms are applied to the 50% of the nominal value of the Greek debt held by banks, then the present value method of evaluation of the new bonds reduces their value to 30% of today's nominal bonds held.

A relevant statement about the possibility of a quick conclusion to the deal came from Brussels – Finance Commissioner Ollie Rehn said on 26 January that an agreement was expected soon – but this does not mean that the debt-stricken country's woes are over.

The Athens government is now also negotiating with the EU-ECB-IMF troika, which has for two years been the only source of finance for the Greek government and the country's commercial banks.

At stake is the second package of soft EU loans to Greece with a value of €130 billion, and the austerity programme to accompany it.

Over the past two years, the country has lost more than 10% of its national income and product (GNI/GNP), in what has been the worst recession following World War II, in applying the troika’s policy recommendations and, unfortunately the troika seems to be insisting on more of the same.

Is David Cameron about to water down his famous EU veto?

That is what Tory Eurosceptics fear. Along with many voters, they were delighted late last year when the Prime Minister refused to sign up to a new European treaty. But ahead of a crucial meeting of EU leaders on Monday, news has been leaked that British negotiators are prepared to make concessions. Fiscal union is the German-led response to the debt crisis that has threatened to consume the single currency.

After the euro’s launch, governments in countries such as Greece and Portugal were suddenly using the same currency as Germany – and were able to borrow the same rock-bottom rates. They spent wildly, running up vast debts which they struggled to maintain once the markets took fright and drove up lending costs. The proposed new rules would mean that countries inside the fiscal union would having to submit their budgets to ensure they comply with strict rules set by Brussels and Berlin. The theory is that this will restore market confidence in the eurozone’s finances.

But didn’t Cameron’s veto keep Britain out of this mess?

Sort of. In December, the states pushing for fiscal union wanted all members of the EU – even if they were not in the euro – to agree a treaty. David Cameron sought assurances that he could protect the City of London from various measures that EU bodies overseeing the financial sector want to impose. No such undertaking being forthcoming, Cameron refused to sign up. The other 26 members of the EU indicated that they would press ahead despite Britain’s veto. But afterwards Cameron said he would block them from using the EU’s institutions – such as the Commission in Brussels and the European Court of Justice – to enforce any new arrangements. This infuriated the Europhile Nick Clegg.

Ελλάδα, ευρω-κρίση και δημοσιονομική πειθαρχία θα απασχολήσουν μία ακόμη σύνοδο κορυφής τη Δευτέρα στις Βρυξέλλες.

Για μία ακόμη φορά οι εκτιμήσεις λένε ότι η Ελλάδα θα χρειαστεί περισσότερα χρήματα για να αντιμετωπίσει την κρίση. Πολλοί ζητούν από τη Γερμανία να διαθέσει επιπλέον κεφάλαια, αλλά το Βερολίνο αρνείται. Η συνταγή για τις χώρες του Νότου περιορίζεται σε περικοπές, εξοικονόμηση χρημάτων και δημοσιονομική πειθαρχία. Αλλά αυτή η πολιτική οδηγεί σε πολιτικές και κοινωνικές εντάσεις και αυξανόμενη ανεργία. Χρειάζεται ένα αντίβαρο στην πολιτική των περικοπών και σε αυτήν την κατεύθυνση θέλουν να κινηθούν οι ηγέτες της Ευρωζώνης, υποστηρίζει ο Γερμανός υπουργός Οικονομικών Βόλφγκανγκ Σόϊμπλε.

«Στη συνάντηση αυτή θα συζητήσουμε κυρίως για τη βελτίωση της ανταγωνιστικότητας στην Ευρώπη. Σε τελική ανάλυση όλα τα δημοσιονομικά μέτρα εξαρτώνται από το πώς θα εδραιώσουμε σταθερή οικονομική ανάπτυξη σε όλες τις χώρες της ευρωζώνης».

Εναλλακτικές λύσεις για την ανάπτυξη

Εναλλακτικές λύσεις για την ανάπτυξη αναζητεί ο Γερμανός υπουργός Εξωτερκών.Ωστόσο η Ε.Ε. δεν θέλει να ενισχύσει την ανάπτυξη μόνο με συμβατικά προγράμματα για την αναθέρμανση της οικονομίας, γιατί υποστηρίζει ότι με αυτόν τον τρόπο απλώς αυξάνεται το χρέος. Αναζητεί λοιπόν εναλλακτικές λύσεις, όπως την αξιοποίηση κονδυλίων από τα διαρθρωτικά ταμεία που δεν είχαν αξιοποιηθεί μέχρι σήμερα. Εδώ όμως χρειάζεται και η παρέμβαση της Κομισιόν, υποστηρίζει ο Γερμανός υπουργός Εξωτερικών Γκίντο Βέστερβελλε.

«Δεν έχει νόημα να παίρνουμε τα χρήματα των διαρθρωτικών ταμείων για να φτιάχνουμε για παράδειγμα πάρκινγκ για ποδήλατα κάπου στην επαρχία, όταν μπορούμε να τα αξιοποιήσουμε για να βελτιώσουμε την ανταγωνιστικότητα της οικονομίας μας».

Στην πρόσκλησή του για τη Σύνοδο της Δευτέρας ο πρόεδρος του Ευρωπαϊκού Συμβουλίου Χέρμαν φαν Ρόμπεϊ αναφέρει ως σημαντικές προκλήσεις την παροχή βοήθειας σε νέους ανέργους, την καλύτερη αξιοποίηση της εσωτερικής αγοράς και την ενίσχυση των μικρομεσαίων επιχειρήσεων. Όλα αυτά φαίνονται αυτονόητα θέματα, στα οποία δεν αναμένονται αντιπαραθέσεις. Αλλά είναι βέβαιο, ότι στο παρασκήνιο της συνόδου θα συζητηθούν και πιο διαμφισβητούμενα ζητήματα, για παράδειγμα η κεφαλαιακή επάρκεια του ευρωπαϊκού μηχανισμού στήριξης.

Αλληλεγγύη με όρους;

Έκκληση για δραστηριοποίηση απευθύνει στους Έλληνες πολιτικούς η υπουργός Οικονομικών της Αυστρίας.Κομισιόν και Διεθνές Νομισματικό Ταμείο εξακολουθούν να ζητούν αύξηση των πόρων του μηχανισμού, ενώ η Γερμανία επιμένει στο συμπεφωνημένο όριο των 500 δισεκατομμυρίων ευρώ. Η αιτιολόγηση από τον υπουργό Εξωτερικών:

«Δεν μπορείς να αντιμετωπίσεις μία κρίση χρέους, διευκολύνοντας τη συσσώρευση νέων χρεών, παρά μόνο με πειθαρχία στον προϋπολογισμό και με διαρθρωτικές αλλαγές. Μόνο έτσι ενισχύεται η ανάπτυξη. Και χρειάζεται αμοιβαιότητα για να επιδείξουμε κι εμείς αλληλεγγύη. Και το έχουμε ήδη δείξει αυτό με ποσά που ξεπερνούν τα 200 εκατομμύρια ευρώ».

Η υπουργός Οικονομικών Μαρία Φέκτερ αφήνει να εννοηθεί ότι η Γερμανία δεν είναι η μόνη χώρα που διατυπώνει αυτήν την άποψη. «Είναι πολύ δύσκολο να πειστούν τα εθνικά κοινοβούλια να συναινέσουν σε ακόμη περισσότερα χρήματα» υποστηρίζει η Αυστριακή υπουργός. Όσον αφορά την Ελλάδα, η κ.Φέκτερ απευθύνεται απευθείας πλέον στο πολιτικό προσωπικό της χώρας, λέγοντας ευθέως αυτό που σκέπτονται οι περισσότεροι:

«Περιμένουμε ότι το πολιτικό επίπεδο θα πρέπει να δραστηριοποιηθεί περισσότερο στην Ελλάδα. Δεν μιλάμε για μείωση κόστους, μιλάμε για μεταρρυθμίσεις. Εδώ δεν έχουμε δει πρόοδο μέχρι στιγμής».

Η έκθεση της τρόϊκα δεν αναμένεται να έχει ολοκληρωθεί μέχρι τη σύνοδο κορυφής. Και ήδη ο Ευρωπαίος επίτροπος Όλι Ρεν προϊδεάζει τους υπόλοιπους Ευρωπαίους στην ιδέα ότι η Ελλάδα θα χρειαστεί περισσότερα χρήματα.

New Mediterranean migrants feel at home in Berlin

There's been a new migration to Berlin from across Europe since the EU opened up, but few have flocked in like the Spanish, it seems. As DW's Stuart Braun found out, most have little choice but to stay.

Saturday night in Berlin. The subway is packed and, amid the laughter and clinking of beer bottles, polyglot tongues shift between German, English, Italian, Swedish - and above it all, Spanish, the Latin soundtrack of inner-city Berlin these days.

Young Southern Europeans are colonizing Berlin in such numbers that a so-called new migration is underway. They come from the Basque country or Barcelona, Madrid or Granada, and are joined by Portuguese, Italian and Greek comrades who are also sick of paying off trillions in government debt - or have few job prospects. Youth unemployment in Spain is now at 40 percent.

But these economic refugees of sort are a second wave. Starved of underground culture in their buttoned-down Catholic homelands, nearly every Spanish person you met in Berlin a couple of years ago was a musician or artist come to find their cultural El Dorado in the Babylon on the Spree.

When I first moved to Berlin and attended German language integration courses, more than half the class would communicate in a Romantic hybrid Spanish/Italian/Portuguese during the breaks. Many expressed antipathy for their homeland, especially those who'd come from Rome or Madrid, where the cost of living, for one, was unsustainable. It seemed that hundreds were arriving by the week, some by train, most on an Easyjet flight.

The evidence for this incipient immigration is still often anecdotal. Though about 20,000 Spaniards a month are applying for jobs in Germany (90 percent of young Spaniards moving within Europe come to Germany), many who end up in Berlin never register with the embassy.

In limbo

"I would like to go home but I can't," Juan tells me as we drink coffee in a gritty Neukölln café/bar, a few weeks after he lost his month-long job in a call center. I remember Juan nearly two years before, his sense of excitement over being in "happening," cheap, free-wheeling Berlin. But highly-educated Juan is now on the dole. In Spain, he never would have received unemployment benefits.

Before coming to Berlin, Juan lived in Madrid but was without work for a year after finishing his master's degree in cultural management. After completing a half-year internship in a Berlin gallery for 500 euros a month, he's had little opportunity since.

Like a lot of Spanish people across Germany, Juan is essentially an economic refugee in the capital. He misses his friends, the weather, if not "crowded," "expensive," and "stressful" Madrid. But he has nothing to go back to.

"My father told me, 'You are the first generation living worse than mine,'" says Juan, shrugging with a roll-your-own cigarette in hand.

Solidarity

Southern Europeans in exile in Berlin often stick together. Most of Juan's friends are Spanish or Italian; he also lives with an Italian artist who has been in Berlin for seven years. "We can understand each other."

There's now a few Berlin bars known as primarily Spanish hang outs, and all are located in that great underground culture oasis, Kreuzberg. There's the Wowsville record store/bar, run by Alberto (Juan says a lot of his friends have birthday parties there) and Eis36, a nearby bar that just hosted the Latinale Poetry Festival in cooperation with Berlin's Instituto Cervantes. Then there's the hip tapas bar El Raval, which is owned by German-Spanish actor Daniel Brühl (who has a house in the Barcelona neighborhood of the same) and whose wait staff are said to be pooled from Berlin's Spanish diaspora.

Juan says he tried to remain anonymous for time. A lot of Spaniards will tell you they want to avoid all the Spanish people in Berlin. He would look for a place to sit in Kreuzberg's popular Görlitzer Park where people didn't speak Spanish. But "it was impossible," he says with a smile.

Latin underground

Maria works the bar at Sucked Orange, an experimental music space and gallery in Neukölln that is literally underground, in a very low-ceilinged basement. She comes from Granada in southern Spain and has been in Berlin for five years, but feels like a long-timer. "It's hard to integrate and the winter is very hard for Spanish people," she says. "They usually don't survive more than two or three winters."

But Maria isn't going anywhere. "People are depressed in Spain. Everyone is talking about the economic situation. And you couldn't do this," she says of the gallery as discordant music wails in the background. "The police would shut it down."

When the act finishes, conversation buzzes in the busy basement and the lingua franca, inevitably, is Spanish. I talk to Oscar, a DJ and music promoter who came to Berlin from Madrid and founded Sucked Orange one year ago. He says it was hard to communicate, so he learned English first, but would tackle German next.

"This was my dream," says Oscar, showing me how he taped up all the exposed pipes to stop the sound traveling above. He also runs a gallery in the space upstairs, where an Italian painter will hold an exhibition in February. Many things about Berlin are "beautiful," he says, especially the variety of music.

At Sucked Orange there are Norwegians, Swedes, English, Australians, some Germans, an Armenian girl, all mixed in with the Spanish core. Though it's tough for the Spanish - the cold, the language, the fact that they can't often go home even if they want to - at least in Berlin, they don't really feel so foreign.

The critics ramp up the pressure at Davos

Protesters wanted a leash put on companies

The World Economic Forum in Davos is not just a get-together of leading politicians and managers. Organizations like Amnesty International are also piping up - with scathing criticism.

"Davos can not afford to be a complacent club for the rich and powerful of this world," says Salil Shetty, Secretary General of Amnesty International. Shetty is calling for a demonstration in Davos with the slogan, "Keep companies on a tight leash!"

Nongovernmental organizations (NGO) have adopted a new self-confidence at this year's forum in the Swiss Alps, and are making sure their topics are on the agenda.

"The governments must take responsibility," demands Shetty, adding "the activities of large corporations must be regulated."

Shetty does not mince his words when it comes to criticizing the practices of large companies. He blames them for the current economic crisis, which has forced an additional 50 million people below the poverty line. The managers gathered in Davos are feeling the pressure.

Are companies acting responsibly?

Salil Shetty, Secretary General of Amnesty International, wants to put companies on a leashDeloitte Touche Tohmatsu Limited (DTTL), a global consultancy with around 180,000 employees, has presented a new study on the influence of corporations on the economy and society. According to DTTL's findings, most managers are convinced that their company is making an important contribution to society.

However, the authors of the study also point out that communication must be improved.

"Actually most companies are already making an important contribution to society and progress," says Heather Hancock, Managing Partner of DTTL. "Companies create sustainable growth, they also ensure there is enough food to meet the rising population or enough homes and modern transport." Hancock maintains that the economy has the necessary muscle to tackle these important issues.

Profit is not everything

Companies contribute significantly to society, says Heather Hancock of DTTL"The greed of corporations has become more important than responsible and transparent dealings," counters Sahil Shetty of Amnesty. He wants the politicians to force stricter regulation on large corporations as part of their response to the crisis.

But how do young people feel about this debate? The DTTL study also specifically targeted the younger generation: 1,000 so-called "Millenials," or people born after 1981, and currently working for Deloitte. They say personal responsibility, corporate responsibility and the social responsibility towards must go hand in hand. The value of a company must not merely be measured by its profits but also by the nature of its contributions to society.

In Davos, emerging economies boast of their potential

Mexican President Calderon holds the G20 chairmanship

Growing economies are playing an increasingly important role in the global economy, serving as the driver of growth. At the World Economic Forum in Davos they are leaving a powerful impression.

On the facade of the Hotel Belvedere in central Davos hangs an enormous sign that reads "Brazil." As the fastest-growing economy in Latin America, the country is confidently advertising itself to the other participants of the World Economic Forum, which runs until Sunday.

The Belvedere is the top hotel during the event, hosting both heads of state and government and top business leaders, like energy giant RWE chief Jürgen Grossman and Google's current executive chairman and former CEO, Eric Schmidt.

Mexico is also employing the "think big" principle, and had two large pavilions built nearby to market its economy and host bilateral meetings. Mexican President Felipe Calderon turned up with numerous ministers and one of the largest state delegations.

On Wednesday, Calderon gave a joint press conference with Renault chief Carlos Ghosn, where he announced an investment project of up to $2 billion (1.5 billion euros) in the country. In the coming years, the project is to create some 20,000 new jobs. Mexico currently holds the chairmanship of the Group of 20 leading developed and emerging economies, and plans on organizing several initiatives this year.

Developing economies are strutting their stuff in Davos - and it's no wonder, given their expected average growth of 6 percent in 2012, according to a recent study by the consultancy firm Ernst & Young. In contrast, experts foresee no growth, or perhaps even contraction, in the economy of the eurozone.

Growth engines

Business is shifting to the booming economies in Asia and Latin AmericaIndonesian Trade Minister Gita Wirjawan was at a business forum in Frankfurt shortly before his trip to Davos. He said the response he received from investors interested in the Indonesian market was "far greater" than expected.

"There's a seriousness among many German companies, and a wide range of sectors that they're looking at," he told Deutsche Welle, specifically mentioning the automobile, retail, financial services, agriculture and energy industries.

Wirjawan said Indonesia has "an increasingly conducive business environment," and cited recent upgrades for Indonesia by credit rating agencies Moody's and Fitch to investment-grade status.

"But we're not just thinking of investment-grade status," he said. "We're thinking of hopefully achieving a far better recognition."

Despite Wirjawan's optimism, he said the struggling economies in the developed world were a great worry for everyone.

"We need a strong Europe and a strong US for us to be able to continue developing the way we have been," he said.

Economic ties to Europe

"German companies have long been adjusting themselves to globalization," said Jürgen Kluge, head of the German Haniel Group. "We profit from the growth of emerging economies."

While Kluge praised the export-oriented basis of the German economy, he warned that the world's economic heavyweights would be shifting to the developing world.

"Go some time to the offices of a Chinese company in Shanghai and look at a map that hangs there," he said. "Europe is just on the margins."
